SB 284 (Beall), the Keep Youth Close to Home Act, encourages counties to keep youth nearer to family and community by creating a financial disincentive for sending young people to the DJJ facilities. This bill will be an important step in ensuring that young people are kept out of California’s remote and dangerous state institutions.
