California’s Board of State and Community Corrections (BSCC) is developing new critical statewide regulations for county jails. The Adult Titles 15 and 24 Regulations cover a wide range of areas for how counties should operate and design these jails. A few relevant areas include:
- Education and recreation
- Grievance processes
- Visitation practices

We urgently need to strengthen these regulations, given the danger to those confined in jails. Recent news reports have highlighted “a deadly crisis” within California’s jails, including:
The BSCC has created an executive steering committee (ESC) to oversee this revisions process. This ESC has subsequently developed a series of subject matter workgroups (see Table 1). These workgroups will meet over the coming months to discuss these regulations and recommend any updates to the ESC. Eventually the ESC will pass along these revisions to the BSCC’s 13-person oversight board for approval.
