In response to and in recognition of the obvious need for attention which juvenile corrections presented, the Hawai’i Department of Corrections (DOC) commissioned the National Center on Institutions and Alternatives (NCIA) to perform an analysis and evaluation of the current system and provide a workable plan for phasing into a reformed model of care.
