Governor Arnold Schwarzenegger says it's time to revamp the state prison system because there are more inmates than the aging, crowded system can handle.
KCBS reporter Dave Padilla notes that the state has 30 state prisons that are operating at nearly 200% capacity.
The governor said in a new report that the state has to add 51,000 new prison beds to help alleviate the overcrowding now present.
In the interim, the governor wants to ship 5,000 illegal immigrants in state prisons to other states.
As many as 20,000 illegal immigrants are locked up in California prisons.
The governor also wants to spend more than $3.5 million to overhaul the whole system.
The administration is also consider a plan to reduce the amount of drinking water in prisons to conserve fresh water. The office is also considering reducing the number of times inmates can flush toilets in order to reduce the impact on the overtaxed wastewater system.
