Reaffirming Rehabilitation in Juvenile Justice

"An examination of juvenile justice in much of the United States reveals a system dominated by archaic 19th century correctional models and theories. Despite the doctrine of rehabilitation, the institution-based system is an unequivocal failure. 

A return to rehabilitation is presently the only viable strategy for achieving reductions in custodial confinement and promoting the humane and effective treatment of troubled youths."
