"The large county-by-county disparities in imprisonment result in a system of justice by geography, raising both civil rights and economic concerns. High-imprisonment, state dependent jurisdictions consume excessive prison space, contribute to overcrowding and lawsuits, and create higher state taxpayer liabilities than do low-imprisonment, self-reliant counties that manage more offenders locally."
